I am sleepless about this question

It is all about intervals and degrees, and makes me confused. I have known that an interval is "steps"; a degree would be from a scale.

Both are defined as “distance of any two notes”, but which two? A specific note(or any of the scale) to its tonic or root/ a specific note to a note next to it?

so, which to compare? get my point?

I've looked up some music theory books that I did not find the appropriate answer. maybe a  C major scale,for instance: D precedes E. the distance will just be D to E, or C to D and C to E( C to any notes of the scale).
