I remember Steve saying the first position can also include the 5th fret. Now I am finding that the 2nd position can also  include notes from the 1st fret. So, I now assume that when the music suggests a position that it  can include the notes on each side of that position.

Yes, I think that you are right!
Steve's Fretboard Speed and Agility Workouts have made me think that, since his workout includes stretching the thumb and pinky to reach one note either side.
